"they both would go" Not if the force were at an impact point. The force of a
point of impact, say running into a rock. would be concentrated on the small
area in contact with the outer pane. While the inner pane would "feel" the
pressure, it would be evenly distributed over the entire surface.

oil between the panes would be against the point of hacing 2 windows. the oil
would transmit 100% of the pressure from one window to the next, so as soon as
one blew, they both would go.
