Reminds me of a story that hit the papers here in Ft. Lauderdale about 5 
years ago.  U.S. Customs found an empty sub floating offshore... just a shell 
really... no propulsion.  They finally decided it had been towed underwater 
behind a ship and had been filled with drugs.
