Unfortunately I don't think it's likely in the enthusiast market. You
actually need to receive the satellite signals in order to determine your
position, not a relay at a different frequency, and all that would do is
tell you where your relay was.

I think the only way for us to that at the moment is to surface and take a
GPS bearing from time to time while plotting an assumed position underwater.

I'm sure there is a part of GPS that can be used by submerged vessels, but
I don't think we'll ever get to use it.
