Hello:
I wonder what their reaction would be if someone bought it for scrap, and
then actually went about refitting it to a more or less operational status,
ie. seaworthy surface only to get it out of the area.  I guess they probably
would not allow it.  No, they probably don't even want this thing leaving
Europe except as raw material.
