I assume both your forward and aft tanks are the same size and shape.  What
method will be used to keep track of the amount of water in each tank?
Floating type sending units?
I'm thinking air pressure to transfer the water from one tank to another,
and then simply equalize the air pressure by venting into a common tank.  I
have check valves on my mind at the moment to eliminate reverse flow, and
complexity.  Check out:
