Bail out is the last ressource, when drop weights and air for ballasting had run out without success.
An ambient sub, wet or dry, is safer when submerged since it is always possible to get out in less than 15 seconds. A ambient sub has no life threatening situations, a 1 atm sub can have.
Unless a 1 atm sub has a lockout chamber, it is impossible to get out without external assistance, some personal 1 atm subs have a self flooding capacity but it takes a while before you can bail out.
Time you may not have specially in a irreversible and uncontrolled descent......
Though in a ambient sub, breathing air under pressure brings limitations in depth and duration of the dives.
