I would think it would be like any vessel this size where you would have
a mooring near the facilities you need. You would only need to take her
out of the water for maintenance and hull cleaning.

You could rent a flat bed semi-trailer pretty easily, and either own a
large pickup truck
and fithwheel, or hire a semi tractor and driver when you need to move
the sub. This
would also require a crane for putting on the trailer or in the water,
but this could be
easier than finding deep/long ramps and backing it into the water.
I'm assume that if you're a building a big sub you don't intend to spend
most of it's
life transporting it by land.
For long distances you could probably transport it on a flat bed rail
car as well.
