You should have attended my workshop at the Conference this year and this would all be clear.  I did not see any dump or relief valves in the first link and the second link had probably two dump valved lift bags.  All of these bags appeared to have open bottoms (can spill or lose the “bubble” upon surfacing) so do not need relief valves.  Depending on how they are configured, a relief valve may also act as a dump valve but a dump valve may not be constructed to act as a relief valve.

 

See ProLift bags, you want to use a commercial-grade bag for submersible work.  Another thing to consider is that bags deteriorate over time and also can abrade easy.  I would not consider them for everyday ballast control…a conning tower dam yes but not for ballast control.  Experience has shown me that I wouldn’t count on a bag that is stowed for any length of time also, they have a nasty habit of failing just when you need them the most.
