RE: [PSUBS-MAILIST] Drug Sub Legislation

Ian, the links in the email didn't work for me either. For anyone else who can't get the links in the previous email to work, just do an internet search for US Senate Bill S3598 which is the bill that was passed by Congress. The bill started in the House, went to the Senate where it was changed and passed there, then went back to the House where the changed version was also adopted. Interestingly, the bill was passed by the House without a quorum on Sept 28. Rep. Smith from Texas objected because there was no quorum in the House and the Speaker ruled that no further action would be taken on the bill. The next day, another representative made a motion to reconsider and pass the bill as written on the 28th. That passed without objection. I guess Rep. Smith wasn't there to object that day.

Carsten, the US Congress is one step ahead of you. The law includes "submersible and semi-submersible" vessels. My guess is that the Coast Guard isn't going to debate the difference with you.

>>And I belive that the US congress can not make a legal law for international waters for Non-US-citzens.

Yeah, I wondered about that too. But then it occured to me that any government can do whatever it likes until another government objects and makes a challenge. I don't think we're going to see an outcry from other countries complaining about a law that targets illegal drug traffikers.

Thanks Jon. Those links didn't work, but going to thomas.loc.gov
and searching for "semi-submersible" found it.
