The Oct 2008 Issue of Wooden Boat has a picture of a neat homebuilt wet sub.  The "Bogus Batoid"
built by Bruce and Martin Plazyk.  LOA 11'. Beam 30".  Propulsion is by pedal driven oscillating fins on the stern.
Kinda ridiculous, a bit impractical, but absolutely gorgeous.

A bit of googling found http://fauxfish.wordpress.com/.  Seems he has constructed a few different human powered subs.
All are pretty neat.  His next sub is going to be a human powered jelly fish...
