The PSUBS hull calculator spreadsheet uses the formula for external 
stiffeners (line 45).  The formulas internal and external stiffeners are 
also available in section 19.5.1 of ABS Rules for Building and Classing 
Underwater Vehicles.  As = (R/Rs)^2  where R=mean-radius of shell and 
Rs=radius-to-centroid-of-stiffener-cross-section.
