Now I understand that you are talking about an assessor  since it has to do 
with evaluation for tax purposes.  Similar to an  appraiser but different.  
I wonder if you could submit your cost  figures as a basis for assessment.  
Thanks for bring up the topic; I had  not really considered it.  
 
Small point:  In most jurisdictions, the assessments are based on the  
property owned on the first day of the year, not the last.  Having it  
registered and stored in a different state might be a very good idea.  It  would also 
save having to transport to clear water water when you want to use  it.

Well,  Kansas taxes the hell out of luxury items. Even though I will never 
use my  sub in Kansas and I am planning on storing it here. According to the 
tax  law, what matters is where it sits at the end of the year. I am half 
tempted  to just get a friend in Florida to store it there and not pay hardly 
 anything for taxes. For a $30,000 submarine, the state of Kansas will 
charge  about $1,400 per year in taxes. Uggg.

favorable  assessment of my Nekton sub.

Not to mention that at $5,600 the sub you are  referencing doesn't 
adequately reflect the replacement cost of your  K350.  The used K350 market is 
somewhere around 20k-35k depending  upon equipment.  Let me know if a written 
statement from PSUBS would  help.
