A good primer on this topic is a book titled The 12 Volt Bible For Boats by
Miner Brotherton, ISBN 0-07-139233-5.  My library had a copy.

No - it's the current (amps) that determines wire size. A wire sized for
20 amps will probably overheat and cause excessive voltage drop if used to
carry 60 amps.
