The spreadsheet I referenced on the Psubs site calculates CG and CB with  
and without the drop weight.  Cliff designed it, and it's a fabulous  tool.  
Besides the calculator, it also sets forth the standards.

The drop weight contributes to transverse stability. Be sure to calculate  
what happens to stability when it's dropped. If you have a large weight, it 
is  quite possible the sub's new center of gravity could end up above the 
center  of buoyancy.

Yes, there is a rule.  The drop weight must be heavy  enough so that if all 
compartments were fully flooded except for the main  cabin, the release of 
the drop weight would cause the vessel to rise to the  surface.  "All 
compartments" includes battery pods and anything else  that could take on water.
