Tim,Maybe a lake in Canada, like Stave Lake by Mission.  It is nice and close to Vancouver airport.  I have been looking at it on Google earth and it seems to have a nice ramp.

    May I operate a submersible within park waters?
    The use of manned or unmanned submersibles may only occur in accordance with a permit issued by the superintendent under § 1.6 of this chapter.

...So which one of you guys are responsible for that one?
