Hi James,

If they are just for surface stability, I think Hank has the best idea...
just seal them up and forget the moving parts! If I might add to that, I
would make up a few steel rounds that weigh the same as the net buoyancy of
those tanks. Put the steel rounds inside the battery pods, in the
interstices left by a rectangular battery in the round tube. You will find
they wedge down nicely at a very low point in the sub, and will give you as
much righting moment as the tanks. Pick rounds of an appropriate diameter
so they're too big to pass between the TOP edge of the battery and the pod,
that way they can't bounce up and short out the battery posts.
