[PSUBS-MAILIST] Shell, downsizing

Checked into buying 2 aluminum 80,s from the shop here on the Big Island
and they will sell me the 02 cleaned tanks but won't fill them with 02
unless I have a tech divers certificate or some such thing.  What have
others done?
