I was down at MBARI (Monterey Bay Aquarium Research Institue) a few months back. Got a chance to get a close look at their ROV's Ventana and Tiburon. The Tiburon is rated to 13000 feet and the Ventana is rated to I believe about 5000 feet. On the Tiburon, every system is encased in oil except the cameras. The have no pressure problems because of this. I don't see why a motor controller couldn't be submerged in mineral oil. A simple o-ring seal around the potentiometer shaft sticking out of the housing should keep the oil in and the water out.
