you have here, is basically a "hydrohoist" on wheels.......

However,
not yet solved, are the proper volumes / dimensions of the components and
how it all fits to scale, with wheel height, width, cg and center of
buoyancy all worked out.
As Jay points out, this is unsuitable for
towing to sea, and remains only a potential for "skinny water" launching,
but it does have the advantage of not having to worry about "clearing" the
trailer in any given distance from the launch
vehicle.
