As Vance pointed out, a LARP may be the ticket. You can buy an aluminum
pontoon boat for $15,000 CDN.
Nothing says the LARP has to be fully submersible. Given, of course, that
you won't be L&R'g in adverse conditions. Dip the bows (keeps the outboard
in the stern clear) to L&R, winch it in and out. Fully submersible and all
the issues Vance pointed out come up.
