If you have a thru-hull air line, driving a piston, that moves a lever,
that rotates the motor housing, through a 180 degree arc, against a spring load,
so more air pressure makes more arc, and if the system fails, the motor is
pulled into the vertical position, and up you go.
One air line, with valve and guage.
Simple, and is components that are cheap, bolt-on, repairable, and easy to
inspect.
As far as entanglement, all motors are the same. If you're dragging an
anchor bolted on the side of your sub.....It's gonna hang up on something.
