After the pictures that are in Yahoo the drug sub has the same caracteristics like the ones used in the middle of the 1990. They are not really submarines but can stay very low at the surface this is important to evade detection from radar and active sonar and are dificult to spot at night. The only different thing is they are getting bigger each time.
People are very creative in the smuggling industry and many of them know the value of libraries. There is a lot of money arround and if there is money almost every thing is posible.
