I was interested in that too. I guess Costa Rica is allowing the US Coast Guard to operate locally. But Costa Rica claims territorial waters to just twelve miles offshore, so I guess this all occurred in international waters.
When is the last time the United States seized a submarine on the high seas? (Excluding wreck recovery.) Was it the U-505 or some later WWII incident?
