Are you talking about Phil's external bladder? If full of water and submerged it HAS no weight, and no displacement value. It is ambient, just a bag of water out there--until you bring it aboard, at which time it impacts payload by adding weight. Vance

I do have to disagree with the statement that bringing in the water adds
weight. I don't believe that is correct it decreases bouyancy, I know
same kinda thing but the actuall weight does not change.
