Training and briefings, dive-plans, lockout / escape valves, SCUBA, "Steinke
Hood"-type apparatus, Spare-Air, pony bottles, floatation bags, lift-points,
dive crew, recovery-capable vessels / vehicles, marker buoys, emegency
tools, communications equipment, etc.: ALL GOOD.

IMOHO: it's just like a flashlight, road flares,  or that can of puncture
sealing tire inflater in your trunk: better to have 'em and not need 'em,
than to need 'em and not have 'em, right?
