I believe that is a very good rule to follow, don't dive in water deeper than your operating
depth, regardless of the safety margins being used.  Although, it's always possible to drift
away from the initial operating site and end up in deeper water.

For shall diving subs, it's important to have a greater % safety margin than deeper diving
subs.
