OSS stood for open source sub. We could call it ACSPP Applied Concept Submarine Prototype Project. Also, i've found a great service for sharing med-large files over the internet. Its called www.streamload.com

while I don't know the price of a k-350 design, I know that
    the limits of that design is prohibitive to deep diving
    exploration. I suggest at this time to reopen the oss project. I
    recommend that the members that are interested in an oss project
    determine a basic hull design that the contributing members own.
    this design could then be sold to recover the cost of the initial
    engineering. if anyone in the group feels this way and would like
    to join the design committee for a 1000 ft design, please respond
