The answer to both your questions is a provisional YES.
I say provisional, because it would depend on how deep you were diving and
how long you had been down. The "bends" also known as decompression sickness
USUALLY occur from surfacing with too much nitrogen in your body brought on by
either diving too deep, too long, or both. That is why an ambient submarine operator
should most definately be a certified diver so he can follow dive tables and not get
over saturated with nitrogen. Bye the way, what do we call you? You didn't leave a name.

I have a couple of questions. 
Would this not place the interior of you sub at the same outside atmospheric pressure? 
Will this also place the same pressure on the human body in the sub?
If this is true, in the event if an emergency rise to the surface, wouldn't this cause "the bends"?
