Project Definition
Project Name: Neo
Project Description and Scope
After many years of study and research through web discussions and studying texts, the next step in expanding understanding submersible design is to actually construct a submersible. Neo will be the first submersible to be designed and constructed by REK Submersibles Inc.
Neo will be an ambient semi-dry submersible
capable of taking a single occupant down to max scuba diving depths while safely staying within non-decompression dive profiles.
The ambient semi-dry submersible type was chosen as this is the simplest and cheapest submersible type to construct. Follow on projects will address more advanced submersible concepts and are outside the scope of this project.
Project Objectives
At the completion of project Neo, REK Submersibles Inc. will have completed:
1. A design that will include specifications, drawings, blueprints, parts lists, and written operating and maintenance manuals.
2. A small scale model to physically demonstrate dimensions and human factors issues have been addressed and well thought out.
3.
Completed construction of Neo.
4. Licensed Neo as a small boat in the State of Oregon.
5. Successfully operated and tested Neo through a series of acceptance tests.
6. Document actual operational characteristics and review them against original specifications to review lessons learned from the project.
Project Assumptions
Neo will be an event driven based project. Each phase will depend on the successful completion of the previous phase before moving on. Each phase will have a set of entry and exit criteria that need to be addressed and approved before a phase can start. At the entry of each phase there will also be a review of the requirements of that phase to make sure the lessons learned from previous phases are incorporated into the current phase. Changes are only permitted to further describe the details needed to succeed in that
phase.
Scope creep will be guarded against by laying down a set of initial specifications that Neo will be deigned to. Any desired scope creep beyond the initial specifications will be noted and recorded for consideration in future projects.
REK Submersibles Inc. will use outside experts for machining and welding as needed.
All phase criteria for each phase will be vetted by a local focal team and the web group www.psubs.org before start of that phase.
Total material budget for Neo will be less the $1,000.
