You may think personal sub owners are the last thing on the mind of intelligence agencies and governments, but the below article would seem to prove otherwise.
 
Here's an article where the intelligence service and government of  another country most definately has personal sub owners on their mind and are closely watching them.
In this instance there is no proof that this sub was being built or intended to be used in illegal activities. Yet they are harrassed and watched by the government. This was
exactly my point and why I mentioned it could be just a matter of time before personal submarine construction is not allowed. It would only take one terroist attack using one and a knee jerk
reaction by congress enacting legislation. Remember the patriot act? Another knee jerk reaction that illegally violates our constitutional rights. But congress imposed it regardless.
I'm not saying it WILL happen, just that I see the distinct possibility that it may happen in the near future. Drug smugglers and terrorists using homebuilt
personal subs could ruin it for all of us. The government is only about making money and taking from us. If the government can't control it or tax it, they outlaw it.
Then they can impose fines and seizures on those they catch and make money that way since they couldn't control it or tax it they found another way to make their money.
That's what they do with the war on drugs.

TAMIL TIGERS: Mini submersible surfaces in southern shipyard; Discovery sinks rebel separatists' intrigue
Thai authorities have stumbled on a half-built submersible thought to have been ordered for use by the Tamil Tigers at a shipyard in Phuket province. Well-informed government sources said yesterday the vessel, which is about 10m long, could accommodate 2-3 people. Found at a shipyard on Koh Si-lae, the submersible was of the same type the vessel Sri lankan government forces seized in Mullaitive City, southeast of Jaffna, the sources said. The shipyard was partly owned by a Tamil separatist sympathiser. It was possible the guerrillas had ordered the vessel for surprise raids or laying mines. The half-built vessel was not impounded. Its being built here was not a violation of Thai law, the sources said. However, the shipyard was now under close watch to prevent the submersible being moved.

I think personal sub owners are the last thing on the Mind Intelligence Services.

 

After all, airliners were used to blow up buildings yet you can still buy a personal jet aircraft with out restriction.

 

I think if a group of Sub nuts create a forum like Psubs and Frappr, then identify themselves and have no Islamic or other agenda I hardly think ASIO, the CIA or MI6 would even have us on their radar. Their primary criterion is to look for ?motivation and intent?.

 

Mind you if your name was ABDOUL from Lebanon, you owned a Cold War Russian Sub, your brother was a suicide bomber, you claim to be a fundamentalist and have just purchased 1000kgs of Nitrogen based fertiliser, it might be a different matter.

watching us. Hate to see that but I think if this sort of thing continues, it is sadly inevitable. We are already licensed as a boat, but

I think the day may come when we are not allowed to build submarines for personal use and the government will restrict submarines

to only their military use and tour subs. So now is the time to take advantage of lack of restrictions while we can.

Amazing really!...Submarines crewed by thugs and or terrorists sneaking around territorial waters is just the kind of thing that makes it to the morning briefings of American Presidents and EU Prime Ministers. These guys truly are not thinking clearly, or pehaps post 911 security has cut into business a bit and they are getting a bit antsy!

That last one looked a lot like Carstens sections of Euronaut, a bit smaller in diameter maybe.
