It occured to me that when your towing circumstances entail relatively deep water, free of obstructions and with distances which make the effort worthwhile, it makes sense to tow the sub entirely submerged for greatest efficiency - like an enormous sonar tow fish. Maybe not practical without some on-board control scheme in place?
