For increased buoyancy, this probably would be good…you have to calculate your total volume to determine the gain.  As for a VBT, I would be hesitant to use it in that case.  You want the VBT in line with you center of gravity & buoyancy and in a compact form.  With it spread out around the perimeter of our sub and not needing the full volume to maintain trim, then you have an air bubble that can shift around (free surface effect) and it will play havoc with your trim when neutrally buoyant.  A little shift in body weight forward could result in the sub being nose down and the tail vertical in the air.
