I doubt it. There are no reasons to bann submersibles. Is any government in the world banning cars, boats or planes because someone has commited a crime while using them ?

I worry about that from time time myself. But, I think the boating lobby, (Boat U.S, Power Squadron, various fishing concerns and others, would likely step up to the plate and squeal on your behalf because it would be too "close to home",... so to speak. Perhaps even A.O.P.A and EAA might chime in at that point, after all why stop at submarines.

I know in Oregon any boat in the water that is powered has to be registered or you get a ticket.
