Sorry this is late, I overlooked it. The hydraulic cylinder would be powered by a pump in my earlier description. Even if there is pressure pushing against the rod end, it is held in position by the valve thus requires no power to maintain position. Unless actively using the system the pump would not be running.
 
Also regarding your more recent request the address and phone number of the source for lead that I mentioned.

Hi Jim. Thanks for the input. A question on using the one way hydraulic cylinder.......what powers the cylinder?    Is there a pump included in the system, or are we still talking about using an electric actuator to develop the push like a master/slave set up. Frank D.
