One of the K350 owners can speak to this better than I, but essentially George fabricated a "typical" o-ring based thru-hull with a rotatable shaft. That shaft (which goes through the thru-hull) is attached to the valve stem on the outside. To think of it another way, he took the handle off the valve stem and then attached an "extension" that went through the thru-hull sleeve. Obviously a bit of fabrication involved so I can understand how having the valve inside the cabin would represent less work since you only have to punch two holes through the hull and weld back in a couple of pipe fittings.

I can't help but wonder if it would be possible to use a manifold arrangement of interior valves and use the same pipe for adding air to the ballast tank, for release of the air. You would still end up with only one penetration in the conning tower and the added benefit of no exterior pipe.
