I have been following the discussion on plane control, and one solution came
to mind from my boatbuilding days.
How about modifying a set of Bennet trim tabs? That would solve many
problems the control; could be by their joystick, the pump can be mounted in
the interior and the hydraulic 's can be passed through a welded nipple in
the hull. The ram stroke can be moved closer to the axis point for faster
response or further away for slower response. 
Bennet allow one trim tab to go up as the other goes down etc with the use
of the joystick. i.e. you could make the stbd bow dip and the port qtr raise
etc. The pumps are quite powerful and not to greedy with power consumption.
