Brian,
3in is pretty small for your arm,  I would dump a gallon or two  of paint in and roll her over.  That is how we used to glass line tanks.

I could possibly put a couple of 3" threaded fittings and then put a threaded plug in there, just enough room to stick my arm in and a paint brush.

Just a word of caution with that method,
The HMS Thetis was lost along with 99 persons due to paint clogging a tube
That was used to check whether there was water in the missile bay.
