Hi Hank,
You could probably get away with using a holesaw - a one-piece one design
for cutting metal, not the adjustable ones for cutting wood.  It would take
a while and need lots of coolant and force, but I think it would be quite
doable (I've seen big ones used on thick steel before).  The big ones
aren't cheap though.

Or couldn't you just mill out the circle with a smaller milling bit, so
that you end up with a disc that drops out when you finish the cut?
