Are you just looking for something ready-made Alan?  Voltage divider is an easy/cheap way of measuring voltage.  Shunt resistor is best way I've seen for current and there are some that measure up to 50A for $15(US).
Add "arduino" or "raspberry" to your searches and you'll find stuff that will work with any PLC.
