A while back this very thing was discussed here regarding whether a propane tank that was made to hold a certain amount of internal pressure, if it would also
hold against the same amount of external pressure. I can't remember who answered that question, but if memory serves me, the person who did answer it said
that just because a tank is designed to hold a certain psi internal pressure, does not necessarily mean it will hold the same amount of external pressure.
I believe the plastic liter soda container analogy was used. Wherein...it is hard to outwardly burst a plastic liter soda container from interior pressure, but it is
easy to crush it. I am not an expert on this but I do remember the discussion and to the best of my memory the answer to your question is ....no, you cannot assume
the resistance to pressure goes both ways.

Here's a question to the more mechanical types.  If I have a normal rounded metal tank rated for an internal pressure of 200 psi then, I could assume it would be capable of 200 psi external pressure?
