The suction problem in a soft bottom did cross my mind - the only solution I thought of was additional superstructure in the form of bottoming skids. Air pressure blowing seems like unnecessarily complicating the problem, as well as being a waste of air. Maybe an outrigger system would work? Hydraulically operated legs that unfold from the outer hull?
As for saving money, the standard rule of overkill applies: why build one when you can build two at twice the price? Hey - that gives me an idea. If I equip the boat with a mating skirt, any number of these "sister ships" could be connected together to form an underwater complex for specific mission requirements, or just for crews to have luch together. ;)
