My variable ballast tank is a sealed tank. My
main ballast tanks are open bottom.
I see what you mean. I use a modified SCUBA
first stage regulator to drop my tank pressure to 175 psi. It is then
piped into stainless steel piping that will withstand tank pressure. If
the regulator is leaking by, the system pressure will rise but my variable
ballast tank remains shut off. I guess if I were to
have the variable ballast tank full of water and I then pressurized it
from a over pressured piping system, I could rupture it without a pressure
relief in the tank.
What troubles me more is if the regulator gives way
and leaks out into the hull or an over pressured system ruptures the flex line
leading from the first stage regulator to the sub piping. I know it won't
over pressure the hull to explosion, because of the difference in volume, but I
think I'd be in for some serious ear popping, then possibly
decompression.

Dan,
Granted you have open bottom tanks but if they were closed and you had a
regulator failure with an almost full ballast tank, your tank would probably
then rupture.

Why would you need a relief valve in a ballast
tank if it is built to withstand the pressure of the system?
My Main ballast tanks are open bottom and don't
need a relief valve and my main ballast tank is built far strong enough to
withstand my 175 PSI system pressure. Unless your dealing with a
compressor that may not shut off and run to high, where is the need for a
relief valve?
