Hello Brian
the submarine you see in the picture is Gelber Oktober
(yellow october). It was build by the beton group of
the TU Dresden in 2002 for a special event a concrete
canoe regatta.  youi can see more about this submarine
on
www.betonboot.de
Click on Wasserfahrzeuge  and then click on the image
of Gelber Oktober so you will see the PDF with all the
information about this project.
For the pictures go back to home and click on
Bildgalerie and again Gelber Oktober and click on the
month so you will get nice pictures of the development
of the idea.
Everything is in german.
The submarine functioned well.
As far as I understand the name was a derivation of
the movie name Red oktober where a Russian submarine
goes to the west.
