It's an aluminum pontoon boat.  There are several different models including a couple of utility boats.  Stable, fast, good on fuel.  They can be camperised by Princecraft.
 
An option would be to install flood valves and vents in the bow sections of the pontoons.  The bow would sink and float off your sub (in CALM waters).  Boat rollers and a hand winch would work just as well, maybe a skid pad too.  Towing eyes for rougher weather.

One concern I've had is the slow speed of most subs on the surface, and I'm working on an idea to attach the sub to it's own tender craft with air and power on-board plus an engine to drive both to the dive site at a reasonable speed.
Once on-site, the two will separate but stay tethered together while the submersible section dives.
