[PSUBS-MAILIST] Potting Electronics in Brushless Motors

"Empire and Scripps are continuing to research the use of brushless motors, but the electronic control package is expensive, fragile, not waterproof and bulky."
--  www.empiremagnetics.com/articles/deep_sea.htm

I have not looked inside any brushless motors.  Are the electronics packages tightly integrated or are they housed in a separate module where they might be able to be potted for pressure protection?

What would be the best method for potting electronics so that they survived?   What if you encased them in epoxy first and then added thick layer of putty make from steel shot with just enought epoxy to bind the shot together, so that the steel shot was like the bricks in a round wall and the epoxy was the mortor?

It does not sound worth the trouble, does it?
