Sure you can. 

With two tanks they can be placed transverly or
logituginally to balance out trim wise. You will need
plumbing between the two and the outside sea to admit
or pump out water as needed. For a 1 ATM sub you will
need the plumbing to be 1 ATM capable.

Or you could just have 150 pounds of lead ballast in
the interior that you hand out to your support boat
when taking on a passenger.

A large set of trim tanks also it a quick way to go
from fresh water to sea water trim. 

It all comes down to whether you want to use space for
these big trim tanks and haul the water around.
