Ray brought up a good point that I made passing reference to regarding
saddle tanks.

With a fleet boat type of hull you'll settle deeply into the water and roll
around quite a bit, hence the saddle tanks to add reserve at the surface.

The Typhoon boats I suggested you look at are very beamy and very stable.
Naturally any boat will roll in beam seas.  Generally the broader the beam
the more stable the sub/boat.
