Sure, you can make larger ballast tanks and get more
positive bouyancy. 

Something to consider though. Only the part of the
ballast tank that displaces water adds to the
bouyancy. Any portion of said tank that is above the
water line is not adding to bouyancy. As a result a
really big tank may only have a portion of its volume
doing any good. 

One way to gain advantage of all the volume of a large
bouyancy tank is to place it so low in your design
that it always is under water. The draw back is that
your center of boyancy is lowered while your center of
gravity is raised. Making for more instablilty.

When flooded a really big bouyancy tank, well actually
any bouyancy tank, adds to the entrapped mass and
interia that the propulsion system has to move. Its a
trade off.
