Just a quick observation... you'll need some tumble-home on the top of
the MBTs if they are to vent properly.

I have roughed out a solid model (assembly) in ProE.
This is my basic USS Monitor design concept. You will notice that many
key features are still missing but the core idea is there. I did this
one up as the 40' and likley 30t behemoth scale.

Overall: 40' x 8'
Pressure Hull: 30' x 6' dia. with spherical ends Ballast Tank: 40' x 8'
x 40" 
Tower: 28" (66" from center) 4' dia.
