The materials are wood planks, canvas, tar, pig iron, and air tanks from a drug store soda fountain.   He'd just need a mule team to pull it down to the water.
I have the complete plans for a replica of the Argonaut Junior.  It can be done, but as you say it's gonna take a lot of power to move it once it's finished.  The thing displaces seven tons.  Building it is not a problem; doing something with it is a problem.
